What is parking management?
Parking management involves regulations for parking on public streets and roads. Regulations can include the requirement to purchase a parking voucher („Parkschein“) or exclusive parking only for residents of a zone.
The district of Neukölln is implementing a combination of both – in order to park on public parking spots, you must purchase a parking voucher. Certain groups of people such as residents and business owners of the parking zone and people physically dependent off of a car can apply for a parking permit for the zone („Parkausweis“/“Parkvignette“). This allows them to park in the corresponding zone, without having to buy parking vouchers.
Why is parking management being implemented in Neukölln?
Neukölln is increasingly affected by traffic resulting from people searching for parking spots. The high parking pressure that results from this implies that there is a higher demand than supply for public parking spots. Primarily residents experience the negative consequences of high parking pressure through noise and car exhaust. It also results in situations, in which people park where they are not permitted to, for example in street crossings and in second row. This results in dangerous situations for children, families with strollers, elderly people with walking aids and people in wheelchairs, that are dependent off of crossing streets where the curb stone is purposefully lowered.
Parking management is a tool, which can reduce traffic by encouraging people that are not dependent off of their car to switch to other methods of transportation. Consequently, people that are dependent off of their car can find a parking spot more easily. Other districts that have implemented parking management have experienced a decrease in traffic, noise and exhaust pollution. This has encouraged the district of Neukölln to implement parking management as well.
Bevor a district has the authority to implement parking management, an investigation must be executed by an independent entity. This investigation must confirm that parking pressure is caused by a competition between different groups of people – in particular between residents and non-residents. The investigation conducted in Neukölln in 2021 confirmed this assumption for nearly all sub-districts in the north of Neukölln.
Furthermore, the boundaries of parking zones are drawn based on an existing framework of where a sub-district begins and ends, in order to make the zones more logical.

Parking management is first being introduced in the northern area of Neukölln. The parking zones 105 (Reuterkiez), 100 (Flughafen-/Donaukiez) and 106 (Weserkiez) were introduced in 2024. Zone 101 (Rollbergkiez) will start in December 1, 2025. Further parking zones will be announced in time.
The Senate of Berlin regulates the rates of parking vouchers and parking permits. Three rate levels are possible in Berlin, dependent off location and parking pressure.
Based upon this, the district municipalities have the authority to decide on parking rates for their district. In Neukölln, parking will cost 0,75 Euro for every 15 minutes. Furthermore, the district has decided to set the same parking hours and rates for all zones in Neukölln for the sake of clarity.
People that are not eligible for a parking permit are required to buy a parking voucher, if they want to park on public parking spots at following hours:
Monday – Friday 9:00 – 20:00
These times coincide with the times of the highest parking pressure in Neukölln. High parking pressure is usually caused by non-residents who commute to work by car and park for a majority of the day. Consequently, parking management aims to tackle this issue and resolve parking pressure for people who are dependent off their car.
Furthermore, parking hours of neighboring districts are considered in order to keep parking management regulations clear and consistent.
Investigations that were executed in 2021 did not succifiently prove that parking pressure is caused by non-residents, which is a legal requirement for its implementation.
Since a redistribution of parking pressure from neighboring parking zones ist to be expected, traffic in Schillerkiez will be closely watched. In the case that parking pressure increases in Schillerkiez, the implementation of a parking zone is possible.
Despite the fact that the buildings on the southern side of the Hasenheide are part of Neukölln, the street, including all parking spots, lies in the responsibility of the district Friedrichshain-Kreuzberg. Friedrichshain-Kreuzberg will presumably implement the parking zone 63 “Graefekiez” in 2024. Residents of the Hasenheide will then most likely receive a residents’ parking permit for the parking zone 63.
Various groups of people are eligible for a parking permit, which allows them to park without having to purchase parking vouchers. Residents soon will be able to apply for their parking permit online. If you do not belong to one of the groups of people listed above and wish to park within a parking zone, you must purchase a parking voucher. Further information is listed below.
Parking vouchers can be purchased at a rate of 1 Euro for every 15 minutes – 4 Euros for every hour.
Monday – Friday 9 – 20 o‘clock
Outside of these hours, on weekends and on holidays that are on weekdays you do not need to purchase a parking voucher.
No. Neither motorcyclists nor people driving a moped or motorcycle in lower class are required to purchase a parking voucher.
You can purchase parking vouchers at corresponding machines that are set up in every parking zone. At these you can purchase a parking voucher using coins or credit card. Alternatively, you can purchase a parking voucher on one of various apps that are supported in parking zones in Neukölln. The corresponding numbers that signify the parking zones are marked on the machines.
In the case that the machine to purchase parking vouchers is broken, you can call the service number that is marked on the machine and report the defect. Additionally, you can report the defect over the app of the „Ordnungsamt“ – the municipal office for public order.
Despite the defect of the machine, you are still required to purchase a parking voucher – either at a different machine or over an app.
If you park in a parking zone without purchasing a parking voucher during times, in which you are required to, you will receive a fine of a minimum of 20 to 40 Euros. The rate which you are fined depends on the duration that you were parking without a voucher. If you do not pay the parking fine, you will receive another a further fine.
You can either pay the fine or you can file for an appeal. This procedure falls under the jurisdiction of the fines office of the police. Further information can be found here.
