In Department I (Integration and Migration) of the Senate Department for Labour, Social Services, Equality, Integration, Diversity and Anti-Discrimination, around 70 staff members work on a wide range of issues – from training and employment to international cooperation. These issues are addressed in four directorates. The Commissioner of the Berlin Senate for Participation, Integration and Migration heads the department.

Directorate I A: Welcome Center, Migration Law, Federal and State Affairs, Legal Office

Head of Directorate and Deputy Head of Department: Frauke Steuber

The Directorate I A is responsible for the advisory services at the Welcome Center as well as matters relating to migration law. It manages cooperation with other federal states and the federal government, organises training sessions for counselling centres and provides a member of the Hardship Commission. The directorate also prepares Berlin’s contributions to the Federal Council (Bundesrat) on integration issues and coordinates Berlin’s participation in the annual Conference of Integration Ministers.

Through the project Participation Digital, an information platform for immigrants and a digital Welcome Center are being developed.

Directorate I B: Structural Integration, Parliamentary and Senate Affairs

Head of Directorate: Dr Weronika Priesmeyer-Tkocz

Integration is a cross-cutting task that requires the cooperation of many Senate departments. Directorate I B coordinates this cooperation, ensuring that the perspectives of people with a history of migration are represented in cross-departmental steering groups and committees. The aim is to identify and remove structural barriers and to create targeted access for people with a history of migration.

The directorate also hosts the coordination office for the Asylum, Migration and Integration Fund (AMIF) in the area of EU funding. This plays an important role in securing EU funding for Berlin-based organisations and migrant associations.

Directorate I C: Participation in the Migration Society

Head of Directorate: Dr Birgit zur Nieden

Directorate I C oversees the implementation of the Berlin Participation Act (PartMigG) and develops strategies for Berlin’s administrations to employ more people with a migration background in the public service. It supports migrant organisations and their work through various programmes. The directorate also coordinates the State Advisory Council for Participation and the Berlin Islam Forum, and works closely with district commissioners and advisory councils to strengthen the migration-oriented focus of Berlin’s administration.

Directorate I D: Migration and Refugee Policy

Acting Head of Directorate: Diana Botescu

Directorate I D shapes processes and deals with key issues concerning the arrival and participation of immigrants, refugees and EU citizens. This requires close cooperation with other Senate departments. The directorate also supports targeted programmes and develops innovative measures in pilot projects to promote the integration of people with a migration or refugee background into training and employment. The Berlin Senate’s positions on integration policy are also represented at the European level and in international city networks.
