The long-standing partnership between Berlin and Kyiv was formalized on 14 September 2023, when an official agreement was signed at the Red Town Hall. This agreement, in turn, builds on the diverse relationships growing from a 2017 memorandum of understanding regarding the cities’ intensified cooperation. Due to Russia’s war of aggression – in violation of international law – the partnership between the capitals of Ukraine and Germany has particular political relevance and serves as a clear affirmation of European integration and solidarity.
Berlin and Kyiv are European cities with key similarities. Both were shaped by profound historical upheavals and the experience of actively transforming their societies. With dynamic civic communities, diverse cultural landscapes, and high levels of citizen involvement, they are welcoming centers of democratic participation. Berlin and Kyiv see themselves as cities of freedom that embody political self-determination, open societies, and alignment with European values.
The partnership aims to sustainably anchor and advance political, economic, cultural, and social cooperation between the cities. Its cornerstones are the sharing of ideas and information between the city administrations; collaboration in urban development and public services; joint projects in culture, education, and research; and dialogue on digitization and modern administrative structures. In addition, the partnership facilitates knowledge transfer among institutions and supports the development of resilient municipal and community networks.
One example of a practical outcome of the city partnership is the Berlin-Kyiv Prosthetics Center. This project involves training specialists for a municipal rehabilitation center in Kyiv. With the support of the state of Berlin and other partners, this collaboration plays a part in strengthening Kyiv’s ongoing ability to act effectively as a city.
