A large proportion of the decisions taken at European level impact directly or indirectly on the work of all branches of public administration in Berlin. In order to implement EU policy and law as effectively as possible in the State of Berlin, the employees of the public administration have to show a good level of EU skills such as language and intercultural skills and knowledge of the functioning of the EU.

In March 2018, the Senate therefore adopted a set of measures to strengthen the EU skills of the staff of the public administration in the city. All levels of government commit to promoting and implement respective measures. These measures include training, language courses, secondments and postings abroad as well as work visits to the Senate Department from other countries. The Senate Department considers the “European Administrative Exchange” programme a great success. It makes it possible for colleagues to spend several weeks working in the administration of another European city and therefore to gain important intercultural experience and to learn from others.
