High construction costs, immense demand for housing and technical defects in the buildings on Stalinallee triggered a transition to industrialised building in the GDR. It is also promoted by the construction policy of Khrushchev’s government in Moscow.

Architect Josef Kaiser and his collective developed the panel construction type Q P for the second construction phase of Karl-Marx-Allee. The buildings featured façade tiles with colourful ceramics, ornamented ledges and balconies. Every building is different. The Kaiser collective also designed the outstanding International and Kosmos Cinemas, Hotel Berolina, Café Restaurant Moscow and four retail pavilions.
