This was decided by the Berlin Senate on Tuesday (31 August 2021), thus implementing a decision by the Berlin Administrative Court. Masks are also no longer compulsory indoors. However, a negative Corona test of the guests is not enough. This 2G rule is limited to those who can prove that they are fully vaccinated or recovered, as Health Senator Dilek Kalayci explained on Tuesday after the Senate decision.
So far, the Senate's decision only concerns so-called dance parties. At its meeting next Tuesday, the Senate will discuss whether the Berlin Infection Protection Ordinance should also be adapted for other areas.

Ten days ago, the Administrative Court overturned the general ban on commercial dance events in closed rooms. It argued that unrestricted openings were still not permitted against the backdrop of the Corona pandemic, but that events exclusively for vaccinated and recovered persons should be allowed (Ref.: VG 14 L 467/21). The court thus granted the emergency application of an operator of a discotheque near the Kurfürstendamm on this point.
