The Berlin House of Representatives has passed a so-called socialization framework law with the votes of the black-red coalition. The law stipulates that “land, natural resources, and means of production” may be transferred to communal ownership under certain conditions.
The prerequisite is that this serves the common good and, above all, ensures a “general interest in supply” of goods and services of general interest to broad sections of the population. This could apply, for example, to energy suppliers or hospitals. According to the law, socializations must be proportionate and are only permissible in return for appropriate compensation. The law will not come into force for another two years. The coalition wants to have it reviewed by the Constitutional Court beforehand.
