New corona measures: Stricter rules for private parties
In view of the recent increase in the number of corona infections in Berlin, private outdoor parties with more than 50 participants will be prohibited.
In closed rooms there will be an upper limit of 25 participants. This was decided by the Berlin Senate on Tuesday (September 29, 2020), as the governing mayor Michael Müller and his deputies Ramona Pop and Klaus Lederer announced.
Nationwide focus on private celebrations
If there are ten or more participants, an attendance list must be made at the celebrations to ensure that contacts can be traced in the event of infection. The new regulations will apply from this Saturday. On Friday they will be published in the official journal. Prior to this, the Minister Presidents of the German states had agreed on a new line for private celebrations such as weddings or birthdays during an interview with Chancellor Angela Merkel. These were identified by the authorities as key factors driving the spread of the infection.

However, the capital now goes further than the decisions at the chancellor's office. It was agreed that celebrations in public or rented rooms should be limited to a maximum of 50 participants - and this only if more than 35 new infections per 100,000 inhabitants occur in a district within seven days. Berlin wants to "draw very clear boundaries" at an earlier stage, said Pop, pointing out that the number of new infections in Berlin is currently just under 30. "We are reacting earlier than the federal government. But we think it's imperative to do it now and not to wait a few more days to see how things develop". This is important so that we do not have to resort to far more drastic measures later.
Recently, the number of new infections in Berlin - as elsewhere in Germany - had risen comparatively sharply and had alarmed politicians. Within seven days, 28.9 people per 100,000 inhabitants became infected with the coronavirus (as of September 29, 2020). This figure, which is important for assessing the incidence of infection, is higher in the capital city than in any other federal state - however, the comparison of a densely populated metropolis with a large area is only possible to a limited extent.
Authorities primarily see illegal parties as sources of infection
The authorities see illegal parties and private celebrations with abundant alcohol consumption as a source of infection. In recent weeks, the Berlin police have repeatedly been on duty in parks or woods, where often several hundred people came together to celebrate. Violations of the rules of distance were the order of the day. Only last weekend, the police had disbanded two such gatherings.
Participant limits for public remain unchanged
Until now, the country's infection control ordinance did not provide explicit upper limits for private parties indoors or outdoors. Rather, the same rules that continue to apply to trade fairs, conferences and commercial leisure activities applied to these: the maximum permitted number of participants indoors is 750, and from Thursday (October 1, 2020) 1000 are possible. Outside, up to 5,000 people are allowed to attend such events - provided they keep minimum distances.
